War Powers

Summary:

  • Requires Congressional notification by the President of the initiation of hostile action within three days
  • Limits the use of ground forces to a thirty day period without explicit Congressional approval
  • Limits the use of naval and air forces to a thirty day period without explicit Congressional approval
  • Authorizes a two-thirds majority of both Houses of Congress to revoke a previous Congressional Authorization of War and require the President to cease all hostile action within 90 days
  • Requires that Congressional Authoriizations of War be accompanied by a funding mechanism

Benefits:

  • Re-affirms the central role of the Legislative branch in the critical decision to take the Nation to War
  • Eliminates the confusion and conflict presently resulting from the War Powers Act
  • Allows the Legislative branch to end long-standing conflicts no longer supported by the Citizens
  • Requires that there be joint sacrifice (raising of revenues or reduction of benefits) so that the full burden of war is not just carried by the members of theĀ armed forces
  • Disallows the cost of war to be charged to future generations
  • Acts as a moderating influence on the decision of both the President and the Congress to initiate a War
